What is the Non-Life Insurance market in Hong Kong?

As of December 2025, there were 160 authorised (re)insurers in Hong Kong, of which 87 were non-life, 51 were life and 19 composite, most of which are foreign owned. In 2024 the market was quite concentrated, with the top five insurers writing 61.79% of total premiums.

The top five insurers were AIA International, Manulife, Prudential Hong Kong Life, HSBC Life and China Life.

In the Non-Life (P&C) market, AXA General Insurance Hong Kong Limited was the market leader, recording HKD 5,267.86 million in written premiums and 10.55% market share in 2024. It was followed by Bupa (Asia) Limited (HKD 4,187.75 million; 8.39% market share) and AIA International Limited (HKD 3,363.89 million; 6.74% market share).

Among the leading non-life insurers, AXA China (Bermuda) Insurance Company Limited reported the strongest growth. 68 companies are licensed for non-life business in 2024.

Hong Kong is a special administrative region of China on the eastern Pearl River Delta in South China. It was ceded from Britain to China 1997. Hong Kong has one of the most open economies in the world, based mainly on financial services, tourism and trade with China.

Hong Kong was the world's 42nd largest non-life market in 2018. In 2019 non-life premium income amounted to HKD 24.83bn. PA and health, which are non-life classes, contributed further premiums of HKD 17.18bn. Non-life insurance penetration (including PA and health) was 1.47% of GDP, equivalent to USD 721 per capita.

Hong Kong has 91 non-life insurers and 21 composites. Apart from some local bancassurers, the market is largely foreign owned. Market concentration is unusually diffuse; the top five insurers had a collective share of only 33.6% in 2019. There are 13 professional reinsurers actively writing non-life business.
